If the system does not allow you to make a bid, it is because:

Either you have exceeded the allowed debt limit.

Or because with all the bids you have placed you would exceed the limit of 24 players allowed.
Reasons why a won bid is not assigned to you
If you have active bids for a player, and when the bid is resolved you have bid more but you still don't get the player, it is because at the moment of resolving the market and assigning the bid, you have 24 players on the squad that you will have made by closing bids while that bid was active, therefore you exceed the maximum limit of players and the player is assigned to the next manager who has bid the highest amount.
